Heat oil in a large skillet over medium heat. Saute the garlic and onion and add the ground beef. Cooked until cooked through.
Add the oregano, Italian seasoning, paprika, chili powder, salt and pepper to the beef mixture. Stir to evenly coat.
Add marinara sauce, combine, and simmer while you prepare the cottage cheese filling.
In a large bowl, combine the cottage cheese, eggs, parmesan cheese, oregano, Italian seasoning, salt and pepper.
Gently fold in the spinach to evenly combine with the cottage cheese mixture.
Spray the baking dish with nonstick spray. Add a dollop of the meat mixture to the bottom of the dish to lightly coat the bottom. Top with 4 noodles.
Top the noodles with cheese and half the meat mixture filling. Evenly spread to cover the noodles.
Top the meat mixture with half the cottage cheese filling and spread to evenly coat the top.
Top with 4 more noodles and repeat the process again until you end with the remaining cottage cheese filling.
Cover the dish with aluminum foil, and bake for 50 minutes. Remove the foil and bake an additional 10-15 minutes until the cheese is melted and browned and sauce is bubbly at the edges.
